SCT Transfers the General Coordination of Ports and Merchant Marine
Mexico City - In compliance with the Decree by which various provisions of the Organic Law of the Federal Public Administration (APF), the Law of Maritime Navigation and Commerce, and the Ports Law were amended, added and repealed, today the heads of the Ministry of Communications and Transportation (SCT) and the Ministry of the Navy (SEMAR), together with public servants, signed the documents that endorse the official transfer of the General Coordination of Ports and Merchant Marine.
The Secretary of the Navy, Admiral José Rafael Ojeda Durán, thanked his team for the facilities provided during the six months of transition and highlighted the collaboration of both institutions.
The Secretary of Communications and Transportation, Civil Engineer Jorge Arganis Díaz-Leal, informed that after several months, an orderly and methodical transition is being concluded, with ample disposition on both sides, and a presidential commitment is being fulfilled that opens the way to a new stage in the port operation of our country.
Both secretaries acknowledged the leadership and dedication of Captain Ana Laura Lopez Bautista, General Coordinator of the Port and Merchant Marine, for successfully conducting the process.
The transfer derives from the precept published in the Official Gazette of the Federation (DOF) on December 7, 2020, which provided that the SCT would hand over to SEMAR the human, financial and material resources of the General Coordination of Ports and Merchant Marine, the General Directorate of Port Development and Administration, the General Directorate of Ports and the General Directorate of Merchant Marine.
In this sense, the 14 Integral Port Administrations (API) of the country, the Training and Education Trust for Merchant Marine Personnel, the Fund for the Development of the Mexican Merchant Marine and in general, all those resources necessary for the execution of the powers that by virtue of the "Decree" have been transferred to the Ministry of the Navy are included in the delivery.
The heads of both institutions acknowledged the efforts of the professional and highly trained personnel to comply with the provisions of the "Decree".
This joint effort will allow for greater dynamism in maritime activities, the strengthening of maritime and port safety and security, as well as the protection of the marine environment, thus complying with the provisions of the International Maritime Organization (IMO), without conflicting with the exercise of the powers of other agencies of the APF.
It is important to mention that the changes in the API have as purpose to make efficient its operativity. In this sense, as much this sector, as the nautical merchant schools will continue working under the regime of civil character, always respecting the rights of each one of its workers.
By concentrating the attributions of the maritime-port sector in a single institution, Mexico is transformed and due to the importance it represents, both Secretariats reaffirm their commitment to strengthen the national maritime sector, working for a strong and united Merchant Marine, which guarantees the well-being of the Mexican people by looking after their interests.
