Maritime and Port Authorities and Port Community
Federal authorities are addressing the urgent need for a solution in conjunction with members of the maritime port community.
Ensenada, Baja California, September 11, 2020.- As part of the actions of the Maritime and Port Authorities to address the issue of custody and safekeeping of the vessel "TRIUMPH", a working table convened by the Regional Port Captain in his capacity as National Maritime Authority and chaired by the Commander of the 2nd Naval Region, was held at the facilities of the Port Authority of Ensenada (APIENS), where issues of common interest were addressed with the aim of establishing a framework for joint collaboration to implement strategies to ensure an effective response.
The cargo vessel "TRIUMPH" was docked at API Pier 1 in 2017 after requesting a forced arrival at the port in order to make repairs to the machinery, however, in 2018 a Greek company requested a precautionary seizure against the company Triumph Maritime Limited, preventing it from sailing to its destination. However, the vessel contains about 270 thousand liters of fuel and about 47 thousand tons of bauxite.
Based on the above, the federal authorities, in response to the urgent need to provide a solution together with representatives of maneuvering and towing companies, assignees, shipping agencies and pilots of the Port of Ensenada, established the following agreements: the Regional Port Captaincy will be in charge of the general coordination of the operation, the Port Pilots will be in charge of the berthing maneuvers with the tugboats, the maneuvering companies and service providers will operate the unloading of the bauxite and fuel oil (IFO), the Maritime Customs will facilitate the authorization corresponding to the loading and access of the operating personnel and the Integral Port Administration will assign the berthing position and storage area.
The meeting was attended by representatives of the Second Naval Region, the Regional Port Captaincy, the Port Protection Naval Unit 21 of the Ministry of the Navy (SEMAR), the Ensenada Port Administration, the Merchant Marine Services Office, the Ensenada Maritime Customs, the Pilots Corps, PIMEVA Ship Agency, Industrias Navales Mexicanas, Western Container Yard, Port Infrastructure and Services and Boluda Maritime Corporation.
