Dock Assignment Process

In the vessel scheduling and arrival of vessels at the Port of Ensenada, ASIPONA Ensenada will prepare and coordinate on Mondays and Fridays of each week an operation program, indicating the dates and times, anchorage and berthing positions where maneuvers must be performed and services rendered, using for these purposes the information previously registered by the shipping agents, vessel agents or vessel representatives, in the PIS System.

The result of the Programming Board for the arrival of vessels shall contain at least the following information:

  • The assignment of berthing positions at port terminals, for the attention of scheduled vessels.
  • Tentative schedules and dates for vessel arrivals and departures.
  • The operations responsible for the Port Terminals, for the attention of such vessels.

The ordinary and extraordinary meetings of the Port's Vessel Scheduling shall be chaired by the representative of ASIPONA Ensenada, and its members shall attend, at least, on Mondays and Fridays of each week of the year, at 12:00 noon, or the following business day. At the vessel scheduling meetings, based on the notices of arrival of the vessels at the Port and the vessel berthing window agreements, the order of priorities in which the operations and services must be carried out will be determined, as well as the berthing positions of the docks, in which, according to the characteristics of the cargo and stowage, each vessel must berth.

Prior to the scheduling meeting, the corresponding minutes shall be recorded, which shall contain the observations and agreements reached, and whose observance shall not lose its binding force because the interested party did not attend the meeting. The agreements and results reached may only be modified by the Harbor Master's Office and ASIPONA Ensenada for reasons of force majeure or fortuitous event, provided there is a well-founded reason for such effects.

The Terminals and port facilities will determine the order in which they will receive the vessels arriving at the docks assigned to them, therefore, in order to assign berthing positions, the Terminals to which attention is requested, the Shipping Agencies or consignees, by means of the arrival notice, will have to confirm the availability and the turn of attention through the PIS System, validating the same arrival notice.

Vessel operations planning will be sent by the Users from Monday to Friday through the PIS System, which is operating 24 (twenty-four) hours a day.

The maximum term for the reception of the planning will be in accordance with Rule 29, and in order to be considered within the programming, it must contemplate the hours of attention indicated in Rule 23.

The planning will be sent by means of the PIS system by the shipping agent consignee of the vessel with the general information of the vessel to be operated, through the same system, the Operator will attach the information on the equipment to be used that will be integrated to the vessel's operating framework in PIS, the operating times and the expected yields, signing both with electronic signature.

If the information submitted is not consistent with ASIPONA Ensenada's operating records, it will be rejected through the PIS system for correction.

In the case of direct unloading, the shipowner or Consignee of the vessel in coordination with the Operator, must express in the planning the logistics for the efficient clearance that complies with the yields established in these Rules. Likewise, the Customs Broker shall previously fill out, as established in Rule 3.1.21 of the RGCE in force, in order to timely manage the documentation of the cargo before the Customs Authority and the Bonded Warehouse, for its timely clearance.

No vessel shall be given a berthing position if it does not have the planning validated by ASIPONA Ensenada, under the terms set forth in Rule 29.

In accordance with Rules 28 and 29, shipowners, ship operators or their authorized representatives at the Port shall notify ASIPONA Ensenada, the Port Captaincy and other agencies involved in the verification and inspection of vessels under the terms established by said authorities, at least 48 (forty-eight) hours in advance of the vessel's arrival, as well as of the operations it intends to perform.

If due to navigation conditions the vessel's arrival date needs to be modified, the Shipping Agency or the vessel's consignee must notify ASIPONA Ensenada through the PIS System, at the latest at 17:00 hours on the day of the schedule; otherwise, it will be subject to the availability of berthing positions as long as it does not modify the results of the schedule, except in the case of Forced Arrivals, duly authorized by the Port Captaincy.
