Integrated Management System Policy
The Ministry of the Navy through the General Directorate of Port Development and Administration, and the Administrations of the National Port System, we are committed to manage, generate business, promote and supervise the assets of the public domain of the federation under concession, develop, maintain and optimize the port infrastructure for the proper provision of port services, always seeking customer satisfaction, meeting the needs and expectations of our stakeholders, under a scheme of business sustainability, facilitating the means for consultation and participation of working personnel, providing them with safe and healthy working conditions, preventing injuries and deterioration of health, eliminating hazards and reducing OSH risks; to prevent pollution and protect the environment, reducing environmental impact; to optimize processes seeking continuous improvement, as well as to comply with applicable legislation and other requirements relevant to our organizational context.

Objectives of the Integrated Management System
QUALITY
- To increase and/or maintain the satisfaction of the customers of the Federal Ports.
ENVIRONMENTAL
- Obtain Environmental Quality Certification and/or increase the level of performance.
- Reduce the impact of the most significant environmental aspect identified in the areas directly administered by the federal ports.
OCCUPATIONAL HEALTH AND SAFETY
- Decrease the degree of the highest risk identified in the areas directly administered by the federal ports.
SCOPE OF THE SGI
The scope of the Management System applies to the associated activities that are executed to provide the:
- Port infrastructure services;
- Port services; and
- Assignment and follow-up of contracts for the partial assignment of rights and obligations and for the provision of port services.
The scope and applicability of the Integral Management System considers the activities of the 16 ASIPONAS that manage the port facilities concessioned by the Federal Government in accordance with their concession titles; in relation to the environmental and occupational health and safety management applicable to the assignees and providers of port and related services, this scope applies in the terms defined in the contract of partial assignment of rights and obligations or the provision of port and related services registered before the General Directorate of Ports pursuant to article 27, article 40, section IV, 51 and 56 of the Ports Law. Each ASIPONA will establish the applicable control for Environmental and Occupational Health and Safety Compliance for assignees and service providers from the Process of Assignment and Monitoring of Contracts for Partial Assignment of Rights and Obligations and Provision of Port and Related Services.
In the case of the applicability of this scope for suppliers and contractors, its control is carried out through the Construction and Maintenance Process and the Procurement Process. Each ASIPONA will establish the applicable control for Environmental and Occupational Health and Safety Compliance for suppliers and contractors.
Potential Emergency Situations, including those that may have an environmental impact are considered in each of the Emergency Preparedness and Response plans, manuals or procedures at each of the 16 sites (12.8 of this manual) because each site has identified their potential emergencies, actions, resources, relevant stakeholders and their exercise programs to test their response actions.
The above services and activities are provided through the processes and activities developed in the ASIPONAS in accordance with the "Model of the Integrated Management System ASPN-SM-SGI-F-22", conformed by the 16 Administrations of the National Port System. The following figure shows the general organizational structure applicable to the multisite IMS.

16 Administrations of the National Port System
The DGFAP is the administrator of the Multisite System for the 16 sites within the Integrated Management System. Its address is Avenida Heroica Escuela Naval Militar No. 861, Edificio "E" Planta Baja, Col. Los Cipreses, Ala Sur, Alcaldía Coyoacán, C.P. 04830, Mexico City.
The 16 sites are located in Altamira, Coatzacoalcos, Dos Bocas, Ensenada, Guaymas, Lázaro Cárdenas, Manzanillo, Mazatlán, Progreso, Puerto Chiapas, Puerto Vallarta, Salina Cruz, Tampico, Topolobampo, Tuxpan and Veracruz. Each ASIPONA determines on site its own organizational context taking into consideration the context of the DGFAP, its external and internal issues according to its purpose and strategic direction, its environmental conditions, its legal, technological, competitive, market, cultural, social and economic environment, both national and international, as well as the needs and expectations of its stakeholders.
